Camp Rules
Scouter Registration
Scouters should only register with one section, even if they will spend time with more than one section. Section representatives on the Event Team register with their section, even if they are staying overnight at Camporee HQ and attending with the event.
All sections must register with enough Scouters to meet their ratio and Two Scouter Rule requirements.
A Venturer Company with less than 2 Scouters available must contact the Registrar before registering. Special provisions to join up with and attend with another Venturer Company and their Scouters will be explored. Also, Camporee must first ensure there are enough Company Scouters among attending Companies to be able to run Venturer activities for all. If these conditions are met, the Registrar will notify the Venturer Company that it can register.
Youth Scouters may register as a Scouter with the section they volunteer with, or as a youth with their Venturer Company. If they will split their time, they should register with the section they will camp with.
Arrival
Carleton Camporee is taking place at Fitzroy Provincial Park. See Location & Maps for details on how to get there and around the Park. Please plan to arrive at the campground between 4:00 and 8:00 P.M. Camping area maps with assigned sites will be distributed at the Camporee Learning Session, or afterwards, by email.
The Contact Scouter of each section (or a delegate) must attend the safety briefing at HQ at 9pm on Camporee Friday. Sections are to confirm final attendance (total count, deletions, additions, swaps), and new/updated medical forms.
Parking
One (1) on-site parking pass will be allotted to each registered section. Additional on-site parking passes are discouraged, but available at a fee of $30 including HST. Off-site parking passes for the main parking lot will be provided to each registrant. One or more shuttle vans will be available to transport people from the main parking lot up to the Group Camping Area on Friday evening.
All participants will be directed to their campsite upon arrival. After unloading, vehicles with off-site parking passes must immediately proceed to the main (lower) parking lot. Failure to do so could result in a $30.00 fine to the Section’s Group Committee. All off-site vehicles must be off-site by 8:30 P.M. Only vehicles with on-site parking passes will be permitted to remain parked in the camp area.
Everyone entering the camp, whether for the weekend or to drop off campers, must have an off-site parking pass displayed in the window of their vehicle or they may be refused entry to the Park.
Failure to display a parking pass while parked at camp is subject to a $100 fine levied by the Park staff.
On-site and off-site parking passes will be distributed at the Camporee Learning Session, or can be picked up at camp after 4pm on Camporee Friday. Please ensure that holders of parking passes complete the required information on the pass. This is necessary so that the owner of the vehicle can be located in the event of an emergency.
On Sunday, participants will be able to pick up their vehicle from the main parking lot after the Closing Ceremonies. For safety reasons it is imperative that this rule is obeyed. There will be too much pedestrian traffic on the roads until that time.
Vehicle Control
Moving vehicles are the greatest danger to campers at camp.
Speed limit in the Park is 20km/h. In the Group Camping Area, lower is better.
The MTO High Way Traffic Act applies on all park roads.
While in the Park, Park Rangers have the ability to conduct traffic stops.
No vehicles may move within the Group Camping Area (Camporee) site between 8:30pm Friday and 11am Sunday.
Ambulances and Fitzroy Provincial Park monitoring vehicles are exempt from this rule. During this period, signs are posted at the Group Camping Area entrance indicating the point where all other vehicles may not pass.
Vehicles with on-site parking passes are to remain parked during this period, and may not leave, except in the event of urgent care transport, after notifying the Event Team, and an escort for the vehicle arrives on site.
Families dropping off or picking up youth during this period are not permitted to enter the Group Camping Area. by vehicle or on foot, beyond HeadQuarters. There are a few parking spots available at the entrance to the Group Camping Area, where they can meet their section or an escort team of at least 2 Scouters, or can proceed on foot to Camp Headquarters.
Section Campsite Facilities
First Aid Kits
Each section must have a first aid kit at their campsite available to handle minor problems that may arise. Each section must carry a first aid kit with them to activities.
Dining Facilities and Backup Sleeping Accommodations for Colonies and Packs
Per Scouts Canada's Camping Facilities Standards, "Beaver Scouts and Cub Scouts camping facilities must include a weather-resistant shelter suitable for dining and program activities, as well as backup sleeping accommodation."
Pop-up canopies alone do not meet the weather-resistant requirement, although they may be used to supplement other, qualifying shelter(s).
Vehicle-type shelters and marquee tents should use deep anchors (e.g. 12-18") sufficient to prevent movement in high wind storm conditions.
"Backup sleeping accommodation" at minimum is 1 additional tent, but more is prudent, especially for moderate to large sections. Weather in May is subject to powerful downpours and short-term storm flooding.
Sleeping Facilities - all sections
No source of flame is permitted in any sleeping structure, including tents designed for a stove.
Sleeping accommodations must follow Scouts Canada's Camping Facilities Standards. This includes:
"Sections must have separate sleeping accommodation, based on gender identity, for:
Youth participants
Scouters under 18 years of age
Adults (including parents, adult resource people, and Rover Scouts)
Youth participants may not share accommodation with youth from older or younger Sections.
[Your section's] responsible Commissioner may permit an exception to these requirements in circumstances where safety or the facilities dictate. If sleeping accommodations are shared with youth, at least two adults must be present at all times."
Therefore, members of the same family may share a tent, with the approval of your section's Group Commissioner. See Scouts Canada's BP&P FAQ.
Campfire pits - Packs and Colonies
Every campsite with an adjacent firepit must have a fire extinguisher and a shovel (a metal pail is also recommended). They shall be stored in a central location near (or in front of) the cooking area.
Besides these requirements, there are many best practices, which are reflected in the campsite evaluation scoring of the Camporee Awards.
Tent Trailers
Tent trailers are discouraged, and only allowed with the permission of the Camp Committee. To obtain permission, contact the camp chief at info@carletonscouting.ca
Alcohol, Cannabis, Drugs and Smoking
As with any Scouting event, alcohol, cannabis and illegal drugs are NOT PERMITTED at any time during the weekend. Anyone caught with alcohol, cannabis or illegal drugs will be asked to leave the Camporee. NO EXCEPTIONS!!! Scouts Canada’s Adult Code of Conduct doesn’t allow smoking in front of the youth. Cigarette smokers are to find a location away from the youth and ensure that a butt can is used. The Camporee team request that all attending sections relay this requirement to parents attending the event.
Campfire Pits
Fitzroy Provincial Park requires that only existing and designated campfire pits be use. The creation of new fire pits and the use of ‘portable’ fire pits are strictly prohibited.
Propane appliances used for cooking are permitted by the Park. Propane appliances not used for cooking (e.g. used only for warmth) are not permitted.
Activity Station Equipment
Sections that bring supplies or equipment into the Park for games and activities during the weekend, are responsible to take home or dispose of all materials as per Fitzroy Provincial Park regulations. Further details regarding this matter will be provided at Camporee Learning Session. “Leave no trace”.
Swimming
Swimming is not allowed for the duration of the Camporee, except as part of Camporee's planned and sanctioned Troop or Company challenges. Sections are not permitted to swim outside of Camporee's planned activities.
Pets
No pets are allowed at Camp. Exemptions are only available for service dogs, with prior notice and approval from the Camp Chiefs. Contact info@carletonscouting.ca to apply for an exemption.
Nuts
Carleton Camporee is a nut-free event. Peanuts and tree-nuts are priority food allergens, and not permitted at the event site. Tree nuts include almonds, Brazil nuts, cashews, hazelnuts, macadamia nuts, pecans, pine nuts, pistachio nuts and walnuts. Note that activity equipment is touched by members of different sections, and for some sections, sharing food between sections is part of the Camporee program.
Coconut and nutmeg are permitted - they are not primary food allergens, or considered to be tree nuts for allergen purposes by Health Canada.
